Committee of the Whole Meeting - February 24th, 2026

1.  The City of Geneseo and J.F. Edwards Construction Company have made measurable progress regarding the proposed expansion of the company’s operations along Chicago Street and Ford Road. J.F. Edwards Construction Company has formally submitted a petition to annex approximately 19 acres of property into the corporate limits of the City of Geneseo.

The annexation petition enables the City Council to proceed with consideration of a resolution to establish a public hearing for the creation of a proposed Tax Increment Financing (TIF) District. The proposed TIF District would assist in funding the extension of sanitary sewer infrastructure and construction of a lift station necessary to serve the planned development on the annexed property.

In addition, approval was granted for an engineering services agreement with IMEG Corp. for the design of the sanitary sewer extensions and a lift station. The proposed agreement provides for services in an amount not to exceed $117,300. The cost of these services will be paid from the City’s General Fund.

 3.  Cemetery Cleanup is March 15th through March 31st.  Any loose items not permanently attached to a stone or monument will be discarded on April 1st.
 
 4.   Thrill on the Hill is July 3rd, 2026 at Richmond Hill Park.  Rain date for the event is September 5th (At the new Labor Day event).  The later date is due to availability of volunteers and fireworks vendors. 
 
 5.  Richmond Hill Rocks is September 5th, 2026 and will be held at the newly constructed Richmond Hill Stage.  Dancing Queen: An ABBA Salute will be the entertainment.
 
 6.  The Government Finance Officers Association of the United States and Canada (GFOA) has awarded the Certificate of Achievement for Excellence in Financial Reporting to Jamie Schweickhardt and the City of Geneseo in recognition of the City’s Annual Comprehensive Financial Report for the fiscal year ended December 31, 2024.
The report was evaluated by an independent panel and determined to conform to the rigorous standards established by the GFOA program, including the requirement that the financial statements reflect a constructive spirit of transparency designed to clearly communicate the City’s financial position and operating results.
