The Geneseo City Council will meet Tuesday, Sept. 8, with the next step in planning for a proposed sports complex near Interstate 80 and Route 82 among the primary items on the agenda.
The regular meeting begins at 6 p.m. in the City Council Chambers at 115 S. Oakwood Ave.
Sports Complex Access Study
Council members will consider spending $11,030 on an engineering study examining potential access from Illinois Route 82 to the proposed Seth Ernst Memorial Sports Complex.
The proposed contract with Hutchison Engineering Inc. would include two components.
A $6,850 traffic study would collect traffic counts near the existing city property entrance approximately three-tenths of a mile south of Interstate 80. Engineers would estimate traffic generated by the development and examine roadway capacity and whether turn lanes could be required.
A separate $4,180 hydraulic study would analyze stormwater runoff from the proposed development. IDOT has requested analysis demonstrating that runoff entering the Route 82 right-of-way would not exceed existing levels.
The $11,030 cost would come from unallocated general funds. If approved Tuesday, the study is expected to take approximately three to four weeks to complete, with the resulting traffic and hydraulic reports submitted to IDOT for review.
The study would not constitute approval of the sports complex itself. Rather, it would provide information about whether the proposed Route 82 access is feasible and what improvements IDOT may require before the larger project proceeds.
City Projects Update
Council members will also receive the city's September engineering and capital project updates.
Among the projects moving forward is the Ford Road sanitary sewer extension and lift station. The project includes a dedicated wastewater lift station and approximately 900 feet of sanitary sewer along Ford Road. A construction meeting is scheduled for Sept. 10.
North State Street Phase 2 is substantially complete, with tree planting listed as the remaining work. The Chicago Street sidewalk and annual street overlay projects are listed as complete, while concrete patching on Chicago Street has been delayed by weather and is now expected during the final week of September.
The city's additional Flock license plate reader planned for Route 82 North is also progressing through IDOT permitting. Fencing and gate improvements at the police range are expected to be installed by the end of September.
Financial Reports and Bills
The council is scheduled to consider the city's Treasurer's Report and capital asset reports through Aug. 31, along with regular city and utility bills.
Bills presented for approval total $447,057.10. The largest categories include approximately $218,756 for the electric fund and $139,834 for capital projects administration.
The agenda also includes reports from the Geneseo Chamber of Commerce, city engineering staff, the city administrator and finance director, along with opportunities for public comment. Members of the public are allowed up to three minutes to speak.
